Jerry Brown
Jerry M. Brown leads the Student Affairs & Special Projects section in the Office of General Counsel.
His student affairs practice involves advising universities and agencies on issues as diverse as Title IX, the Clery Act, Americans with Disabilities Act/Section 504 of the Rehabilitation Act, expressive activity on campus, student privacy under FERPA, Texas Public Information Act, tort claims liability, behavioral intervention teams, campus law enforcement, policy development, resident life, student discipline and academic misconduct, student organizations, recreational sports, student counseling and health services, premise liability, athletics, and the Corps of Cadets and Sea Aggies.
His special projects practice focuses on doing investigations related to complex catastrophic events like the capsizing of the S/V Cynthia Woods, the Texas Army National Guard helicopter crash, and nuclear facility incidents. He is also responsible for initiatives of the Board of Regents, system member presidents and directors, and the General Counsel.
Jerry is also an adjunct assistant professor in the College of Education and Human Development at Texas A&M University. He teaches EDAD 610, Higher Education Law to master’s students in the Student Affairs Administration Higher Education (SAAHE) program and doctoral students in the Higher Education Administration program.
Jerry joined the Office of General Counsel in September 1998. Prior to joining the office, he was a civil trial lawyer with a Bryan, Texas law firm. Before attending law school, he was a litigation support consultant and law firm administrator.
Jacob A. Becker
Jacob A. Becker is a member of the Student Affairs & Special Projects section in the Office of General Counsel. His practice involves advising universities and agencies on issues such as campus safety, the Clery Act, Title IX, the Americans with Disabilities Act/Section 504 of the Rehabilitation Act, the First Amendment, tort claims, policy development, student conduct, behavioral intervention teams, animals on campus, student organizations, premises liability, and the Texas Public Information Act.
Jacob joined the Office of General Counsel in December 2020. Prior to joining the Office of General Counsel, Jacob maintained a civil and commercial defense practice with a national law firm in Dallas, Texas. He served as Higher Education Law Fellow and Assistant Counsel at Southern Methodist University from 2016-2018.
